Government moving slowly on OIC nominees - BWorld News

THE GOVERNMENT is slowly progressing in its selection of officers-in-charge (OICs) for the Autonomous Region in Muslim Mindanao (ARMM), even as a Palace official reminds that today is the last day of submitting applications for aspiring appointees.

Asked whether the screening committee is closer to naming the OICs, Local Government Secretary Jesse M. Robredo said that it is still a "long way" to go.

"[We still have a] series of screenings and public fora. The final list [will be submitted to the President by] Sept. 20," said Mr. Robredo in a text message.


Based on Executive Order 51, signed by President Benigno S. C. Aquino III on July 28, the selection committee has no later than Sept. 20 -- 10 days before the incumbent officials step down -- to submit to the President a short list of at least three nominees to every vacancy in the elective positions.


Positions to be filled up consist of a regional governor, vice-governor and 24 members of the legislative assembly -- three each for the provinces of Basilan and Tawi-Tawi and six each for Maguindanao, Lanao del Sur and Sulu.


The selection committee, which had first met on Aug. 15, is composed of Mr. Robredo, Defense Secretary Voltaire T. Gazmin, Presidential Adviser on Political Affairs Ronald M. Llamas, a civil society representative and a representative from the incumbent officials of the ARMM.


The administration opened the nominations/applications for the OIC positions on Aug. 18. Close to 100 persons have applied for governor, Mr. Llamas told reporters.


Among the high-profile applicants to the post are former Maguindanao Rep. Didagen P. Dilangalen of Kabuntalan; lawyer and defeated 2010 senatorial bet Adel A. Tamano of Marawi City; former Sultan Kudarat Rep. Pakung S. Mangudadatu of Buluan; and former Anak Mindanao party-list Rep. Mujiv S. Hataman of Basilan.


Meanwhile, Presidential Spokesperson Edwin Lacierda reminded aspirants that they have only until today to file their applications.


"August 26 is the deadline of submission of the applications and nominations for the ARMM OICs…," said Mr. Lacierda, in a Palace briefing.


"Afterwards it will be forwarded to the Presidential Management Staff for the drafting of the profile and request for clearances. And then, on Sept. 3, it will be a distribution to all screening committee members of the profile of the applicants and nominees...," added Mr. Lacierda.


The Personnel Group Secretariat of the Presidential Management Staff is the designated secretariat of the committee.


All further developments, said Mr. Lacierda, will be relayed to the public as the selection process progresses.


ARMM elections were supposed to have been held on Aug. 8. Republic Act 10153, however, synchronized elections in the region with the 2013 midterm polls. The law also created a screening committee to make recommendations for interim officials. --
