Red Bull Cold Rush moves to Silverton - ESPN News

This winter, Red Bull is moving its Cold Rush freeskiing contest from Retallack Lodge deep in British Columbia to Silverton, Colorado's San Juan Mountains. Although the news hasn't been officially released, sources at Red Bull confirmed this with ESPN on Thursday. The Cold Rush is an invite-only competition that involves big air and big mountain disciplines and typically takes place over a three-day period.
Since its inception in 2007, Cold Rush has taken place in Canada: the first two seasons were at Red Mountain, BC, and the last two seasons were at Retallack. The move to Silverton marks a significant change. "I was definitely shocked when I found out the event was leaving Retallack this year," said 2010 Red Bull Cold Rush champion Sean Pettit. "I'm quite excited for it to be in Silverton. I've never been there before and from what I know the terrain is quite different, which will make it a totally different event."

Red Bull has verbal commitments from last year's top three men's finishers at Cold Rush -- Sean Pettit, Dash Longe and Dave Treadway -- as well as Sage Cattabriga-Alosa, Dane Tudor and Tim Durtschi. Grete Eliassen, who took second place behind Suzanne Graham last year in the women's category, has also committed to compete in 2011. The field will consist of 15 men and five women, and historically the event's outcome is based on voting by the athletes themselves.
Cold Rush is set to run March 14-18 at Silverton.

Man Dives Into Moving Jeep After Driver Blacks Out - Google News

ATLANTA (AP) — A man jumped into an out-of-control Jeep as it drifted across lanes of traffic on a bustling parkway and steered the vehicle safely into a guardrail after its driver suffered a seizure, authorities said.
Christopher Sanders said he blacked out on his way home from work Thursday in Columbus, a west Georgia city. Police later told him his Jeep Cherokee was weaving through fast-moving traffic and had slowed dangerously on a busy parkway before the good Samaritan came to the rescue.
"It's a blessing that he was actually there and did what he did," Sanders told The Associated Press on Wednesday. "The situation could have gone dozens of different ways, but it went the best possible way."
With other cars whizzing past at around 65 mph, the Jeep had slowed to between 10 and 15 mph when help came, according to the account.
Police said Michael Perry had parked his own vehicle and began running after Sanders' Jeep, yanked open the passenger door, climbed in and then guided it into the guardrail.
"He risked his own life in the process," Sanders said in a telephone interview. "He didn't have to do what he did."
Sanders, 27, said he began having seizures about 10 years ago, but never experienced one while driving. He said he's been able to keep them in check, but Thursday's seizure was a violent one. He said doctors aren't certain of the cause, but he says he was shot in the neck during a robbery years ago and thinks that may have helped trigger the seizures.
Sanders said Perry banged up his leg after it got caught between the Jeep and the guardrail, but neither man was seriously harmed.
Columbus police say Perry's actions averted a potential disaster on the busy road and might have saved Sanders' life.
"It could have gone very, very badly," Sgt. Mark Graydon told the Columbus Ledger-Enquirer. "It was unbelievable. Everything worked right, and it was pretty miraculous."
Sanders and Perry are both from Phenix City, just across the state line in Alabama.

Campbell's "Ghost" Moving, If Not Always Satisfying, Farewell

Tue Aug 30, 2011 10:31am EDT
LOS ANGELES (TheWrap.com) - When Glen Campbell made a comeback bid in 2008, there was one aspect of his concert appearances that invited audiences' ridicule or alarm -- not his delivery, which was still pitch-perfect, but the fact that his eyes were glued to his Teleprompter for even his most familiar hits. Could he really be afraid he'd forget the words to the chorus of "Galveston"?
Yes, as we now know from his recently revealed Alzheimer's diagnosis. Although he's still good to go with the aid of those monitors, Campbell has announced his farewell tour, preceded by this week's release of a goodbye album, "Ghost on the Canvas," to usher in the exit strategy.
Pop music hasn't produced a lot of deliberate farewell albums so far, besides Warren Zevon's "The Wind." But as self-expressive boomers continue to look at what ails them head-on, we'll surely be seeing a lot more. And "Ghost on the Canvas" is a sweet, soaring template for how to musically go into that good night with gentleness on one's mind.
"Ghost" is a clear companion piece to 2008's excellent "Meet Glen Campbell," with both trying slavishly -- and successfully -- to re-create the sound of his finest mid-'60s recordings. Both were produced by Julian Raymond, a careful student of that particular old school, who is very much the auteurist ghost in the machine in "Ghost on the Canvas."
But whereas the previous album seemed designed to introduce Campbell to young indie-rockers with covers of familiar material by the Velvet Underground, Foo Fighters, and Green Day, this follow-up consists of all-new material, mostly co-written by Campbell, with a few fresh contributions from Paul Westerberg, Jakob Dylan, and Guided by Voices' Robert Pollard.
The intent this time wasn't to introduce the veteran pop-country star to a new generation but to make a final statement for the generation that came up with him. It couldn't be any more valedictory if it came with a cap and gown.
Sometimes intent trumps execution on the album. If you're going to go out of your way to specifically echo "Wichita Lineman" or "Windmills of My Mind" from a song's opening instrumental moments, you'd do well to have a piece of material that's nearly as good as those, and few of the songs here rival Jimmy Webb territory.
Even so, the album is not just noble but lovely -- and irresistible, if you hold the slightest nostalgia for the dignified, lonesome Southwestern country Campbell recorded for Capitol 45 years ago. Nimble acoustic guitar picking inevitably leads to a sad swell of stings, and damn if you can't imagine the Wichita lineman, still up there on the line, sending out musical Morse code.
Though it's obvious that producer Raymond did the heavy lifting on the songs he co-wrote with the singer, the gospel undercurrents of the lyrics are all Campbell's, from the opening assurance that he'll sooner than later be in "A Better Place" to the spiritual abidance of "It's Your Amazing Grace."
Although it's a bit lyrically clumsy, "Strong" is still a moving statement of determination to not play the victim in the inevitably imbalanced relationship between disease victim and caretaker.
No one would wish an extra memory loss on an Alzheimer's patient. But if Campbell just happened not to recall that this was his "last" album -- and between his good physical health and Raymond's guidance, an additional album of cover songs hardly seems impossible -- "Ghost" might have you hoping everyone else involved remembers to forget, too.

Music Retailer Moving Call Center to Indianapolis -- IBJ News

The Woodwind & Brasswind, a 33-year-old retailer of musical instruments, is closing its call center in South Bend and moving the operations to Indianapolis by the end of the year.

The call center’s 100 employees were notified of the closing on Wednesday and given the option to remain with the company and relocate to central Indiana.

The company also will close its retail store in South Bend, eliminating 15 jobs and making the company exclusively an online retailer.

The Woodwind & Brasswind filed for bankruptcy in November 2006. It was acquired the following year by Westlake Village, Calif.-based Guitar Center for about $37 million. Guitar Center has since been acquired by Bain Capital LLC in Boston.

Dennis Haffeman, vice president of human resources for Guitar Center, said the call center’s lease in South Bend expires in February.

He told
IBJ that Guitar Center chose to move the call center to Indianapolis because of the company’s existing presence in the metropolitan area. Guitar Center has a distribution center in Brownsburg and a store in Castleton.

“We want to stay in the state, so [the move] gives us a bigger presence in the market,” Haffeman said.

Guitar Center has not signed a lease for the call center and is considering various locations, which Haffeman declined to divulge.

The company does not expect all 100 employees to relocate to Indianapolis and plans to post job openings.

Alcon Moving 100 Jobs to Fort Worth in Consolidation -- Stra Telegram News

Alcon Labs is moving about 100 positions from Atlanta to Fort Worth as the company consolidates its eye-care headquarters operations.
The move follows the acquisition of Alcon by Switzerland-based Novartis in April. As part of the merger, Alcon became the Novartis eye-care division, incorporating the company's Ciba Vision and Novartis Ophthalmics units. Nestle had had majority ownership of Alcon.
The jobs moving to Fort Worth are in marketing and other administrative functions that were part of Atlanta-based Ciba Vision, which produces contact lenses and lens-care products, said Bettina Maunz, Alcon's vice president of corporate communications. Ciba Vision's contact lens manufacturing and research operations will remain in Atlanta, Maunz said Tuesday.
Alcon has been based in Fort Worth since its founding in 1945. It employs about 22,000 people, including about 2,400 at its campus just south of Interstate 20 and east of Interstate 35W, Maunz said.
In a presentation Tuesday to a Fort Worth Chamber of Commerce lunch group, Franck Leveiller, vice president of research and development for Alcon, said the company expects to spend $4 billion on research in the next five years. He also said the company expects to double sales in the next decade.
With the consolidation of the other Novartis eye-care operations in Alcon, the company's operations will be divided among surgical instruments, pharmaceuticals and contact lenses, said Leveiller, who was named to his position in June.
Alcon reported sales of $5 billion in the year's first six months, up 11 percent from a year ago, according to Novartis' latest earnings release. It contributed $1.8 billion in operating income during the period, up 10 percent.
Novartis reported $28.9 billion in sales and $6.9 billion in net income during the first six months.

Daland Plans are Moving Forward - Gazzettextra News

— The Milton School District is moving forward with plans to buy the Daland building, even as the city of Milton is offering the district a deal to buy the Shaw Municipal Building instead.
Monday night, district voters at a special electorate meeting at Northside Intermediate School voted 83-53 to authorize the Milton School Board to move forward buying the Daland building. The authorization doesn't tie the district to the purchase, but it does give the board power to negotiate and potentially seal the $1.4 million purchase.
Despite voter approval Monday, the board plans to delay finalizing a deal to buy the building until it's had to time to review the city's emerging offer on the Shaw building.
On Monday, one hour before the district took the Daland building proposal to the electorate, City Administrator Jerry Schuetz met with the school board in a special session at City Hall. It was there he pitched the district a $900,000 sale option on the Shaw building.
Schuetz said the city is considering plans to move City Hall and the Milton Public Library, along with the city's police and fire departments, into the 100,000 square-foot Burdick building, an industrial property at 15 Plumb St.
Schuetz said the city learned earlier this summer the Burdick building's main occupant, ANGI Corporation, has potential plans to move to another location in Rock County.
The company employs about 90 people, Schuetz said. He added that the city has been holding off on the announcement pending ongoing discussions with ANGI.
The city has been in talks with the Burdick building's owner about a plan that would involve the his financing improvements to the building and allowing the city to rent it while the city pays down part of the purchase cost with money from sale of the Shaw building.
Schuetz said the plan could cost less than an earlier $6.5 million plan to build a police and fire station.
"The major issue is how to fill a 100,000-square-foot industrial property," Schuetz told the Gazette on Monday.
Schuetz told the school board that the city would want to move out of the Shaw building by August 2012. He also indicated the city was offering the sale because it fit with the timing of the district's own hunt for a building.
The Shaw building has 23,000 square feet of space and has had $360,000 in upgrades in recent years, Schuetz said Monday. The building has an estimated appraisal at $1.3 million, Schuetz said.
School board President Rob Roy said the board will consider the city's offer alongside its Daland building decision. The board has directed district staff to get more information about the Shaw building, located at 430 E. High Street.
Roy said the board wondered how much it would cost to retrofit the building to use it as a school.
"Right now, all things being equal, the Shaw would cost more money because the asking price is higher," Roy said.
The school district has had plans to buy the Daland building to relocate its central offices and MECAS alternative school there. The district has estimated it could save $65,000 a year in rent that it now pays to lease space for the offices and school.
The district holds an option to buy the Daland building until Oct. 1, and it has agreed to a purchase price of $850,000. The district estimates it would cost $500,000 in upgrades to turn the building into school space.
Roy said Monday that the board will decide by Sept. 12 how it would finance the Daland building purchase. Options include using district reserve funds, borrowing, and refinancing debt, or a blend of the three.

Using Moving and Storage Companies Services

It happens when we are close to making a move or after we move.  There is an inordinate amount of items that don't seem to fit in any place within your residence.  Well maintained storage is the answer to that and it is the most effective means of holding overstocked items.  With some storage companies, services such as moving and storage are available (and they are very popular). Whatever the case may be there are two directions one can go with storage in NYC.  They can go the traditional storage route or the moving and storage route. Either way one goes it is very important to take advantage of if you are planning a move or simply don't have the space for all your items.  The great thing about these two is that you can take advantage of it at any time.
Traditional Storage
Running out of room in your new home is common.  Storing it is important because having it cluttered in the house can become a hazard.  You can always figure out what to do another day with the items in storage.  If this is your case a Manhattan Storage unit makes sense.  In the case of storing items one can also take advantage of security and access.  Storage facilities are monitored closely to ensure all your items are safe.  It also makes no difference how big or small the items are, there are storage units that are large enough for you to place your items pre- or post-move.  Having access to your things is essential, especially if it is being housed in a storage unit close to you.
Moving Storage
Moving storage units have become popular over recent years.  The idea is to store your items in a safe and secure place and have your items to you when you need them.  It could be that your new home is not ready yet and you're not in the position to have all your items, or your manpower is not there yet to assist you until a certain date into the future.  These are just two cases that can happen but a moving and storage service will do wonders as it relieves the stress of having to do all the planning, packing, and moving by yourself.  A good moving service will also ensure that your items arrive undamaged and unscathed. Storage in NYC is at a premium.  Whether moving some place else in New York or across the country, there are moving services that will help with your storage needs.
Moving is not fun nor is it glamorous.  Professional moving services are trained to not only pack and move all your items, they do it professionally and safely to ensure your items arrive safely.  Whether moving in or out of New York there are services that you can take advantage of for all your moving needs.
A good New York moving business will supply the logistics from beginning to end on any move, big or small, with high professionalism.

This is an excellent phase in which you carefully assess things that you need, and individuals that you'll always bring. You'll be surprised to determine that you will find really stuff you no more use which has to be thrown away and distributed. Moving House Successfully

Planning ahead is the best thing you can do for a successful house move. Moving house is one of the most stressful times in anyone's life and can put a strain on relationships, not to mention on your back! Making the transition as smooth as possible involves a good amount of forward planning and always having a back-up plan. Here are some tips for making the move as painless as possible.

Firstly, book a reliable removal service. Moving furniture yourself is an admirable task to undertake but can also add immense amounts of pressure to the job ahead which you could probably do without. Try to find a removals company who come on the recommendation of friends or at least one who is a member of the British Association of Removers. Remember to book them at least two weeks in advance as they may be busy and try to give them an idea of how much stuff you are looking to shift.

You might also want to make a "moving checklist". Write down everything you can possibly think of that needs to be done in the lead up to your move. This will minimise the chances of forgetting something vital and also means you can add things as you go along. Prioritising things to do is also a very good idea.

Make sure to notify providers of your move as well. Letting various companies that you use know that you are moving ahead of time will ensure the process of changing home runs smoothly. Consider services and utilities providers such as your gas, water and electricity suppliers, and also TV, cable and internet services. A note to your doctor, optician and dentist can also be helpful, whilst keeping your car documents updated is a legal responsibility.

Finally, if you start packing non-essential items well before the day of your move you will cut down the risk of a last minute frenzied panic. Think carefully about which items you pack together, and remember to pack an 'essentials' box last, full of the things you will need on your first night in your new house such as a kettle, teas and coffees, plates and kitchen utensils. Practical advice such as not overloading large boxes and using sturdy packaging should also be heeded to avoid potential disaster.

Moving into a new home is time for a fresh start, so be ruthless with those items you no longer need or use and donate them to a charity where they will be put to much better use.

Preparing for Your Move

Especially if you have quite a collection of things in your home moving out is no easy task. Considering how long it will take you to move, making changes to your accounts, and choosing a reputable moving company can make your transition less of a hassle. Moving may require a little work but the transition can go by smoothly with careful attention to detail.

How to prepare for your move . . .

  • Have realistic expectations of how long it will actually take you to complete your move. Before you push a new tenant or buyer into your home, carefully consider whether or not you will be settled into your new one by that time.
  • When you evaluate all of the stuff you might have piled in your garage and all of memorabilia you have hidden away in your attic in addition to all of your rooms in your house you can estimate how long it will take you. In most cases this will at least take a few months.
  • A moving company that provides storage service in addition to their moving services is a valuable money and time saver. While you are getting things out the way and making more room, you can store your items in a well-lit, secure, climate controlled environment.
  • The last thing anyone wants to do is pay someone else's bills. It would be annoying and inconvenient for you to move into your new home only to discover that your tenants of your old house or buyers are enjoying an air conditioned home while you are sweltering in the heat.
  • Make sure you notify your utility bill companies of your plans to move and do it way ahead of time to avoid any confusion. Once you are aware of the date that you will be in your new home, let them know the date that you would like your bill transferred over to your new residence.

Advantages of Using a Long Distance Mover

Using the services of a long distance mover can be very advantageous for most people. This is a company that basically offers to help individuals, families and businesses to move property and goods around the country. The establishment that offers this primary service ensures that the goods and property that they are transporting will be in good hands and will be in the same condition when they arrive at the destination. The moving company is also likely to guarantee that they have the necessary paperwork, documentation and requirements that meet the standards of general transportation and logistics. Other responsibilities that they need to meet are also the assurance of being discreet and efficient regarding the property, objects and goods being transferred.
Most of the companies that operate in this field of work have a few limitations when it comes to what the national government allows them to ship or transport from area to area and state to state. A long distance mover establishment is also responsible for meeting the stated time that they guaranteed their client with regards to the timetable of transporting the property.
Other Services
In spite of functioning primarily as a moving agent, there are also other services that the establishment may offer to their clients in connection to their line of work. These may include, but are not limited to, storage, packing, unpacking and insurance. Storage is something that involves the use of a storage facility for keeping property, items and objects. Many establishments can house a variety of different things for their clients and can even temporarily store cars and other large objects. This service comes in handy for clients of a long distance mover company that may not have enough space in the place where he or she may be moving to. Some of the property may not fit or may be redundant. It is sometimes wiser and more economical to store them instead of having them shipped or transported to the new place. In some cases, the object may be objectionable to the new area or even illegal in some states which is why it is not possible to bring it in. There are limitations to the contract that the client may sign for storage and these stipulations are dependent on the moving or storage company.
The long distance mover may also be requested y the client to pack and unpack for them. There are many instances when the client is too busy to pack or have no knowledge how to safely and efficiently pack his or her belongings. Workers for the moving company are usually trained to pack well and to maximize the use of boxes and other containers. They are also knowledgeable when it comes to packing hazardous materials such as chemicals. Breakables also need to be handled well and many of the workers in such companies are trained and skilled in ensuring that the breakables remain unbroken and unscathed during transportation.
Another service is the use of a hauling trailer or van that the client can personally drive to and from the old residence to the new one. A long distance mover can hire out vans or trailers at the convenience of people who prefer to do their own packing, unpacking and transporting.

Let Professional Movers Plan Your Next Relocation

Most people move on the weekends, because that's when most people are able to arrange their schedules with work and other commitments, to have the free time to pack up their homes and transport everything they own to a new location. And most people end up hiring a moving company to help them with this endeavor, because no matter how big or small your home is it seems that you always own more things than you have time to pack and unpack on your own. It's amazing how much property even a single person in a small one bedroom apartment can accumulate over time. And often you're not aware of how much you've accumulated until it falls on you to move it.
But by relegating the responsibility of your move to professional movers you can make your moving experience a lot less frantic and stressful. For anyone who has ever moved without help you probably remember those frantic trips to the liquor store at midnight not for a much-needed hit as much as for desperately needed boxes to finish packing up your home. Followed shortly after by trying to pack your home at first methodically and carefully but as you progress through the rooms it became much more of the-what could you fit into a box and still lift procedure.
Would it be easier to just allow a professional moving company to come in with boxes, bubble wrap and packing tape and already have a system in place to pack and transport everything you own safely and efficiently to your new location?
When you get ready to hire professional movers you want to make sure you hire a company that you can count on to be honest and professional. This starts with the basics, such as how long have they been in business and do they do background checks on their employees? Anyone who comes into your home and handles your possessions has the potential to be dishonest and without a background check performed you won't know who you are letting into your home and around your family.
Most moving companies can give you all the information you need about their company as well as a bid over the phone if they have an idea about how many rooms and how far are you going to be moving. If you have specialty items such as a piano, waterbed or aquarium you need to make sure you hire movers who specialize in these items in order to avoid damages.
Once you find a moving company that you like be sure to schedule them out this far in advance as possible. You don't want to be scrambling at the last minute for a moving company.

Construction Moving Along on Complex - Herald Times News

According to construction workers who were operating heavy equipment in front of the complex last week, they had already started putting up the siding.

Most of the workers were inside, however, laying down the electrical and plumbing systems.

The new complex will replace the old Alpine Haus Apartment complex, which burned to the ground July 22, 2009. The fire left 52 low income, elderly and handicapped residents homeless,

“As far as I know, the date for us to move in is still Dec. 31 or later,” said Charles Park, resident of the old complex. “But we’re all hoping it’s sooner rather than later.”

Moving with the Rising Mobile Internet Demand - Inquirer Technology News

MANILA, Philippines—In a progressive mobile Web industry, it has been a challenge for operators to keep up with the demand of their consumers.
In Asia, where some of the world’s most competitive economies are, mobile phones are the dominant access to the Internet for a lot of people.
John Giere, Products and Marketing Senior Vice President of Open Wave Systems, said that if mobile operators want to value above and beyond data access and transport, they must “take a page out of the Web playbook while still focusing on their core strengths.”
“A perfect starting point is pricing. With the right solutions, and more importantly the right mind-set, mobile operators can emulate their Web partners/competitors to quickly build, test, launch and monitor creative pricing plans that empower the end-user and deliver value to all their different user segments,” Giere said.
Giere also said that operators should offer prepaid subscribers something that would enable them to monitor their own use of mobile data such as “pay-as-you-go plans which include a variety of time-based options, such as hour-, day- and week-long plans.”
“Operators could also provide subscribers with custom speed access to their frequently visited websites,” Giere said, adding that as the mobile ecosystem matures, “we will get better at figuring out what content and services consumers are willing to pay for.”
Giere emphasized that “transparency is also as important as flexibility.” Subscribers look to operators when they need a data plan because “there are no other options.”
But instead of competing in terms of price, Giere said that operators should compete based on “value and customer service.”
For instance, Giere said an operator could partner with an iTunes competitor to offer a premium long-form video for a set monthly plan. Then an operator may set itself apart from iTunes through “easy billing clear service level agreement and proactive user engagement when network conditions change.”
He also said that operators around the world today are now testing and implanting new pricing strategies in an effort “to support the market need for even more segmented data traffic plans against the declining voice-based average revenue per users.”
Operators shouldn’t miss the opportunity to gain market shares by offering these service tiers as a way of providing choices to consumers instead of a “complex minefield of hidden chargers,” Giere said.

Government moving slowly on OIC nominees - BWorld News

THE GOVERNMENT is slowly progressing in its selection of officers-in-charge (OICs) for the Autonomous Region in Muslim Mindanao (ARMM), even as a Palace official reminds that today is the last day of submitting applications for aspiring appointees.

Asked whether the screening committee is closer to naming the OICs, Local Government Secretary Jesse M. Robredo said that it is still a "long way" to go.

"[We still have a] series of screenings and public fora. The final list [will be submitted to the President by] Sept. 20," said Mr. Robredo in a text message.

Based on Executive Order 51, signed by President Benigno S. C. Aquino III on July 28, the selection committee has no later than Sept. 20 -- 10 days before the incumbent officials step down -- to submit to the President a short list of at least three nominees to every vacancy in the elective positions.

Positions to be filled up consist of a regional governor, vice-governor and 24 members of the legislative assembly -- three each for the provinces of Basilan and Tawi-Tawi and six each for Maguindanao, Lanao del Sur and Sulu.

The selection committee, which had first met on Aug. 15, is composed of Mr. Robredo, Defense Secretary Voltaire T. Gazmin, Presidential Adviser on Political Affairs Ronald M. Llamas, a civil society representative and a representative from the incumbent officials of the ARMM.

The administration opened the nominations/applications for the OIC positions on Aug. 18. Close to 100 persons have applied for governor, Mr. Llamas told reporters.

Among the high-profile applicants to the post are former Maguindanao Rep. Didagen P. Dilangalen of Kabuntalan; lawyer and defeated 2010 senatorial bet Adel A. Tamano of Marawi City; former Sultan Kudarat Rep. Pakung S. Mangudadatu of Buluan; and former Anak Mindanao party-list Rep. Mujiv S. Hataman of Basilan.

Meanwhile, Presidential Spokesperson Edwin Lacierda reminded aspirants that they have only until today to file their applications.

"August 26 is the deadline of submission of the applications and nominations for the ARMM OICs…," said Mr. Lacierda, in a Palace briefing.

"Afterwards it will be forwarded to the Presidential Management Staff for the drafting of the profile and request for clearances. And then, on Sept. 3, it will be a distribution to all screening committee members of the profile of the applicants and nominees...," added Mr. Lacierda.

The Personnel Group Secretariat of the Presidential Management Staff is the designated secretariat of the committee.

All further developments, said Mr. Lacierda, will be relayed to the public as the selection process progresses.

ARMM elections were supposed to have been held on Aug. 8. Republic Act 10153, however, synchronized elections in the region with the 2013 midterm polls. The law also created a screening committee to make recommendations for interim officials. --

Our view: Singapore's system keeps traffic moving

Here's something to think about the next time you're stuck in traffic: You pay the government roughly the same amount to travel 20 miles on publicly financed roads in the Boston area at 5:30 p.m on a weekday as to travel 20 miles through rural Iowa at 5:30 a.m. on a Sunday.

  • OPPOSING VIEW: Keep our streets affordable

Drivers in those two states pay almost the same state taxes on gasoline, and the same federal tax of 18.4 cents. The biggest difference is that motorists idling on Boston's I-93 will get somewhat worse gas mileage than those zipping along I-80 through Iowa.
By financing roads primarily through taxes, our system imposes no premium for using the most sought-after roads at the most sought-after times — which helps explain why traffic is such a nightmare and destined to get worse.
Nor does the U.S. system provide sufficient revenue to finance the massive expenditures needed to add new lanes or build new public transit systems.
So what to do? Last month, we began an occasional series of editorials on ideas the USA can adapt from other countries. Today we look at surface transportation and the tiny nation of Singapore.

USA TODAY OPINION

About Editorials/Debate
Opinions expressed in USA TODAY's editorials are decided by its Editorial Board, a demographically and ideologically diverse group that is separate from USA TODAY's news staff.
Most editorials are accompanied by an opposing view — a unique USA TODAY feature that allows readers to reach conclusions based on both sides of an argument rather than just the Editorial Board's point of view.
More than any other country, Singapore has come to an epiphany about how to keep people from being caught in endless traffic delays: It thinks of its roads not as a social service but as a business, one that affects all other businesses and the health of the overall economy.
Singapore runs its road business through a network of wireless toll-collecting devices known as gantries, which are positioned on freeway ramps and approaches to the most congested urban areas. They pick up a signal from transponders on cars, and collect a toll that varies depending on the time of day. Unlike traditional toll plazas, they do not require any staffing and do not require drivers to slow down.
The system is not flawless. Singaporeans, as conformist as they might seem to Americans, are not immune from grumbling. They find ingenious routes to avoid the gantries. But the system allows the traffic to move in a densely populated area, a huge selling point in attracting businesses to the country and reducing residents' stress levels. The system also provides ample revenue to finance major road and rail projects, and to keep the nation's existing infrastructure from crumbling.
The United States is not about to adopt a system like Singapore's overnight. But a number of factors should promote experimentation and a move in that direction.
The obvious factor is cost. It turns out that "cheap" roads are actually quite expensive. Americans spend about $115 billion per year in additional gasoline and lost time while they wait in traffic, according to a study conducted in 2009 by the Texas Transportation Institute, a research group affiliated with Texas A&M University. That's up from $24 billion in 1982 in inflation-adjusted dollars.
Think of it as a 5.3% surcharge on your federal income tax payment, one that goes to fund absolutely nothing.
A number of states have experimented with market-based road pricing as a way to raise money to build new roads. So-called "Lexus lanes" allowing motorists to zip past traffic for a price are becoming more common. And a handful of states have whole freeways with market-based pricing.
Over time, as traffic gets worse, more states are likely to follow.
As electronic toll collecting systems like E-ZPass become more common, it would be less and less of a stretch to start thinking about Singapore's system. Given how often Americans wind up in traffic jams, there's plenty of time to ponder.
